AC Compressor top right mounting bolt hole?

I have a question ive had the ac without the top right mounting bolt cause it doesn't line up. All bolts have snapped off i had to drill out the holes and retap after failed bolt extraction. I have the whole front of the car off. what is suppose to be going on in the top right of the compressor the hole on the block is like inch and ahalf off?
