2019 Ford Fiesta Ign wont turn to start position!!

I've replaced the Ignition housing thinking it was a mechanical fault within the housing only to have the same problem! I inserted the cylinder into the housing while in the #1 (ACC) position to align it in housing, does anyone know of a procedure that i may have missed! "SNOW IS COMING,PLEASE Help!

Take a look at the key tumbler - see if the piece that is still in the lock - can be removed or turned the Key may still be stuck in ON position and frozen until the piece jammed or broken off in there can be removed to allow the new tumbler to be fully inserted and it's keyway will let the tumbler turn to Start. See if that piece is stuck you may need to turn this area to release it and get it removed to release that piece. This is so the key you're replacing that tumbler with, can then seat all the way and turn to start.

Handy Andy, The Image you're looking at was the old housing! I installed the new housing and put the cylender into it and it wont turn beyond the # 2 position to 3(start) to complete the start circuit1! I'm thinking if i can install cylender while in off position # 1, that would allow the key to turn to start position,but it appears that cylender wont go in unless key is in position 1! "All Thoughts are appreciated!!
