Even pressing the unlock function 2X?
One press unlocks the drivers side - but two presses should unlock all
Then double check when you're in the car, when the engine runs, when you open the Drivers side door, can someone, from the outside; open the passenger side door? Then try with Engine off; by, on a separate attempt (Restart close all doors drive until auto-lock engages then re-park back at the spot) turn off the engine, stay seated - but open the drivers side door, and see if auto-unlock for the passenger side occurs.
If not you'll have to dig around in the owners manual and find the spot for Child Safety and restraints - this sounds like a sensor in the passenger seat is either activating or not sending the proper (un)occupied signal to allow all the passengers to exit immediately. There is also a programmed feature to unlock all the doors from the keyfob - that is set to memory when all the doors are unlocked and you press both lock and unlock together and hold until horn sounds/marker lights flash or both - then try and see if the unlock for both sides occurs on the unlock single press works.
