p0016

I'm at a loss rn. I've got a 2011 1.6L with a p0016 code. I bought the car from someone who had timing issues with it. originally when I bought it it had p0016, p0017 and p0340. he replaced the timing belt, tensioner, and water pump, as well as both cam sensors, and crank sensor. I found a box for the sensors in the car and noticed it was amazon parts. so I replaced both cam sensors and crank sensor with better delphi brand sensors. I also bought vvt actuators just in case. I've set timing multiple times, back probed all 3 sensors l, and checked resistance in the harnesses. and im still pulling a p0016 code. I'm stumped. is there a relearn with the cam sensors? what am I missing?
